The risks of reliance or overdependence on single source supplier has always been there for national networks since 1G. Countries provided for such risks by having a few separate networks from at least 2 source suppliers. In China, the mobile networks suppliers are not all from China, Ericsson is always there, Nokia was also there before. This strategy also enables users with high security requirements like heads of governments to use only preferred trusted networks,separate from common users.
