2 stage of fix
1 stage for fully blocked hard drive , which means you need to manually create permission for that drive.
2 stage is only creating "Authenticated Users" means : you have the permission but access denied.
This video will fix the following errors.

Security tab missing issue ; Type on start search ''computer management' or my computer right click for management - storage - click on Disk management - on right side top - select disk then right click and properties ..

I use Windows 10 and it didn't worked for me at first, I couldn't see the option "security". What I did was, run cmd as administrator, chkdsk /f G: (the letter of the drive with the problem), after it finished I followed DEE Z's instructions and it worked fine. Thanks DEE Z.
Can you please explain what is going in this video, because it doesn't make any sense!? When I 'add' SYSTEM', & 'Administrators', ...each time (just like your video) it shows as "Unable to save changes to the new volume" so every time I close properties (as you tell us to do), then 'fresh', I go back they are not there!? I just keep going around in a circle. Which makes sense, if they're NOT saved, why should they be there when you go back?? How did you get them to remain listed if they weren't saved !? Also, when I add 'Authenticated users' it does the same thing.

For months I've been looking for answers on how to save my files. I tried so many things to fix my external hard drive. I want to save the files without reformatting it.
