Of course you can use lime to improve the quality of the mix.
But don't use it more than 5% of the mix.
What is the strength of the CLC Blocks you achieve?

Sir, I have a doubt about clc block
Can I use lime powder? which means the raw material ration is like
    Flyash 460kg
    Cement 200kg
Lime 25kg for finishing and white colour.

      You can certainly use 25kg/m3
This will also help you to reduce cement by 20kg without decrease in strength.
