Yes , police should be in the control of govt. But there also should be an independent body who regulates the transfer of police personal .
Why = suppose, if there is a case when a police officer handling a case against any minister who is a part of ruling govt. will directly influences is duty and he can send his transfer to any other place and bring a new officer in charge there who he take in his side by corruptions or make him fear about his future.
So I think police transfer regulatory body should be made and independent .
Who can be the member of regulatory body as per my perception = A retired and honest IPS officer + a retired H.C judge of that state from where the transfer is done + A retired SC judge + A nominated person by president.
    Process = majority .

Hightcourt judge was about to punish the real convict but Supreme Court transfer him a little early. So judiciary is independent but can be influenced.

    1 fix their tenure
2 promotion acording to thier performance and seniority
    3 transfer with valid reason

Do you think judiciary is independent? May be more independent than police, but looks like they always favor the strong party.

Sir, I think quasi independence would be a good option , by which police can take it's decisions like posting of officers ,and their transfer ,while govt.will work as a watch dog to ensure the efficiency and proficiency of Police.

Police are nothing but a public servant, should work similarly. Assist and guide public what is right and what is wrong, police along with ias, ips, and cbi Inspectors should bear this thing in their mind. While perfoming their should not violate human rights, same goes with income tax as well. We are taxprayers and we should be exempted from any kind of tax until we are getting it from illegal sources. Despite all this they call it freedom since 1947 nothing has changed, what should we celebrate, that government employee has upper hand over citizens. We need overhaul
Citizens are first and foremost responsibility and such servants should act like a servant

Probably the individual (IAS) is offered by post retirement benefits?

Do you know that, Court campus too is corrupt & they do many things fearlessly , lobbing is very common as Judges are immune to any action on judgements...!
Money is playing very strong role in courts too at every level...!

Sir, your understading about system is very little despite of you served as IPS,
Neither police nor judiciary need independence we need yransparent governance model with full accountability
We need separate public audit systems against each govt department

      Its not realistic in burocracy...
Example what lokpal introduced and got implemented.
Police being dog of state: current Mha Gov handling of SSR case.. Policeman creating difficulties for former Army personnel's.Republic TV and many more.
