Old failed project of mechanic trying to make robots, something goes wrong and He needs someone to burn the place, the only Project that didnt fail is the Arsonist robot. TC2 and Arsenal being in the same world makes sense.
I think he would have made the Arsonist after the slaughter event, because it would make no sense for Mechanic to use Delinquent if he could just use the arsonist to burn the place down much quicker
