The fact that the Overseer actually uses abbreviations and a generally human(ish) speech pattern, complete with sarcasm of all things, is part of what makes it so terrifying. It's a testament to Nicholas Briggs's acting and writing.
That has to be the single most terrifying voice I've heard from a Dalek. It sounds so...humanoid. Actually, it really sounds similar to the Blon Slitheen.
I do like the lore Big Finish have built up around the feeling of being a Dalek. In a later audio episode where someone briefly mind swaps with a Dalek, he describes it as constantly feeling like your body is on fire. It's an element of the Daleks that I wish the TV show would explore.

@BogusGasman The Emperor was desperate to rebuild after the time war. The fact that he became deluded after creating Daleks from human DNA. And spending eternity in deep space isolated thinking he was a God. Yeah, The Doctor was right about the Daleks being insane at that point. Still, I'd take my chances with the Emporer rather than the Dalek Overseer any day. I want nothing to do with that creature of nightmares.
@BogusGasman I agree with that point. Surviving death a few times went right to the emperor's head. And I agree the Time Strategist is easily my favorite Dalek from the clips I have heard him in on RUclips. From what I can tell, he is becoming more and more like his predecessor the Dalek Time Controller. The modulation in his voice does seem to change in the story, and he starts to even sound more like the Time Controller.
@BogusGasman The Emperor has trouble with his advisors/strategists. That's for sure. No wonder Davros tried to take him down TWICE. The Emperor can be single-minded at times.

It's strange to hear a Dalek sound more humanoid then Dalek.
exactly what I was thinking sort of makes it sound more cold hearted then the others

Would make a good voice for Shockwave
"Have it bring cleaning equipment." Most relatable thing a Dalek has ever said 😂

One of the creepiest Daleks ever.
And I thought the time controller was creepy
That has to be the scariest and sadistic Dalek I've ever seen.
If this thing laughs, then I'm declaring this as a kill-on-sight target. Nothing like this should exist, but it does anyway.

What the... That Dalek is creepy...
And he has CONTEMPT delivered in a strangely sneering way... And the Ogron 8th Doctor? Eats chocolate Kaleds?
Accurately he isn't really a dalek more like a blob of other races
The Dr mengele of daleks.
"mmmof course you don't... shut up!" 🤣
first time you ever hear a Dalek say "shut up"
I think I just had a temporal evacuation...
Bro sounds like a Mechonoid.
I have always wondered what would happen if the Daleks as we know them died out and Daleks like this became the norm.
They would be far creepier
Daleks like this should become the norm rather than the usual shouting exterminate and firing a gun
The way it talks makes me think of Dalek Caan in Stolen Earth if it had a classic Dalek's voice.

I should re listening
