Same bro Garry was my 1st Optimus. I even thought as a kid with R.I.D 2001 came out that he voiced Prime there too but never knew Neil Kaplan voiced R.I.D01 Prime untill years later lol since they sound almost similar.
Well he does. It is just hidden behind the mouthplate. Like other Transformers who has a mouthplate they have a mouth under it and that it sometimes act as protection to their face and that they can retract it. Characters like Soundwave, Jetfire from the Unicron trilogy, Blurr from Armada, Optimus Primal etc. have mouthplates

Matthew I He did in Cybertron. In that show, Optimus didn’t have his faceplate on the whole time. Only in his super mode and other combined modes.
