This lists needs to get in close. How well that works depends on a couple of things, first, how open is the map. Second, will the opposing force let you close with all those SMGs. Even a big squad gets bogged down quickly with 2-3 pins. Recommend more dice, less SMGs. Splitting the 4-man AT Dog team into 2x 2-man teams adds 1 dice at no point cost. Drop the SMGs on those, gaining 12 points. There are a lot of points in those big squads, at least 1 and probably 2 could be made smaller veterans as Bo suggests, perhaps an Assault Engineer. A couple of teams, sniper and FT come to mind, to get the dice count up would help the list.

I don't see a point in taking OT-26 when you have armored car slots unused. Recce > coax + tracked when your armor class is 7+. Inexp AT rifle? Better find 5 pts and take an Inexp Dog team. And so on. I feel like this army can actually justify taking M3 AC to transport those AVTOMATCHIKI squads. Or trucks, at the very least.
I feel like you can make a thematical Soviet army (without FT tanks and dog mines) which would be as good (if not better) as this one. I mean, I could appreciate a thematical army, it's just that this one is definitely not it (Inexp LT, dog mines, rare FT etc), but then also not very optimized for competitive play :)

Think some other transport is need. And the OT-26 as mentioned is going to be a bullet magnet so all those smgs are going to find themselves with a long way to run! Tsk Mark, taking an inexperienced AT rifle you have spare points at least give it the best chance of hitting something!
