I never was a fan of the angry mob because of their mobility issues, so I just leave 1 or 2 them as base defense, they're still very useful even without upgrades.
Yeah, their AI could have been much better. They mostly end up walking right into whatever's rolling into them unless you babysit them. Still, they're quite useful for field presence.
I was a big fan of them for the opposite though. A swarm of angry mob taking over the map. Thousands dying for the Liberation! Maybe i was role playing too much as the GLA, but its so fun to use them a swarm and see them get thrown everywhere. Nothing was more satisfying than destorying an American Tank with just AK-47's.
I just used these units for turtle purpose against Tanks (Overlords, Cruasder tanks)or Slow Final Offensive to the Buildings when the base has some leftovers, I just protected Quad Cannon and Radar truck or Jarmen Kell from Airstrike, Ranger Flash bangs, and Pathfinder Sniper. That should rid the some counters against the mob. They're very helpful protecting on the land the scud launcher providing them a cover and time to retreat the launchers, Though it a risk of friendly fire.
I wouldn't say it's a zerg rush; a zerg rush would be swift and require little setup. Imagine if rebels spawned ultra fast and ran at double speed. Angry mobs take forever to spawn and require a chain of buildings to go up first. But when they do come up they're quite frightening to deal with.

Now that you mention it, yes they protect your scuds very well because both are very slow units!

Mobs can't use tunnels so I'm not too sure what you mean.
