A bad fuel pressure regulator can also cause low fuel pressure as well, particularly if after the fuel pump primes & the pressure drops right off after the fuel pump shuts off & it's not the non return valve which is inside of the fuel pump which has failed in which case the fuel pump might still deliver the right fuel pressure but the engine might be hard to start !
