Yes, the fragrance oils are undiluted. Propylene glycol is used to dilute it and also helps to bind the oil molecules together. People have cases of oil separation when they use alcohol (ethanol or methanol) instead of propylene glycol.
Please i want to make 200ml perfume for my own use with the following:- (A) vanilla essential oil (B) lemon Essential oil ,(C) Tangerine Essential oil (D) ethanol (F) vegetable glycerine. Please how can I go about it to get the best results long lasting scent without separation of the oil. That's for watching and for your question. The real reason why the oils separate is, when you use ingredients that are not mixable because they are not in the same phase. Ethanol is not ideal for oil perfumes, you can mix the oils with propylene glycol instead. There's also no need for vegetable glycerin. Whatever fragrance oils you choose to use, measure equal volume of propylene glycol and add to it, and that would be all. Hope this helps?

This video is totally rubbish, your propylene glycol would not mix with a fragrance oils what you need is an oil carrier, like coconut oil, jojoba oil or any unscented oil expecpt cooking oil

Essential oils are pure, extracted from plants. They usually have attractive aroma and are very good and essential component of skin care products. Carrier oil are always available in their volumes, extracted from seeds and nuts. They are equally good, but people rate them lower than essential oils. Examples include palm kernel oil, coconut oil , almond and so on

Mixer oils only help to increase the volume of your oils. Like propylene glycol.
