hey, the rotation affects the aperture, it becomes apparent if you have small light sources somewhere outside the focus distance. also know as bokeh, it will blur small sources of light in the shape and rotation of your aperture.

Hi! It probably has to do with the scale of your scene. DOF is based off real world scale If it’s larger than life or incredibly small, DOF will be all messed up.
is it possible to enable DOF in separate layer? I have got three layers in EEVEE, and try to enable DOF to one layer only (with particles) - is it possible?

you can actually turn on depth of field in solid mode too, if you check it in the viewport shading drop down menu

how did you apply the depth of field to the environment texture?
Maybe rotation has a relationship with blade count as it's easier to see a square rotate than a circle
I messed around with the setting just like ur's but i didn't see any difference. Its like a never turned on depth of field
