When you have an internal water storage inside the well (that blue barrel) that produces around 6 litres of water per hour and you have a Pump pump the 200 litres from there into another piece of infrastructure with its own storage capacity... why do you wonder that the well is empty?
Repair the ATV when the battery is dead. Though it won't repair it completely though the machine is still broken and slower than the new one it will repair any new damage it takes from use.

Your texture settings got reset to 1/8th since ep1...lol. happened to me and i had to set them to full again.
