To answer your question, Atarashii Gakko! just means New School, Their full name is Atarashii Gakko No Leaders, Which is just "New School Leaders", Hense the japanese school uniform complete with uwabaki (Their shoes) and the red armband they wear signifies that they are class leaders. I'm not 100% sure about the reason they chose the name, My educated guess would be, That the group was started when they were all still in the school system, and the theme of the band is kinda to go against the flow of society so in that sence they are our leaders. And a lot of their earlier songs are lyrically about the japanese youth, Hense their socks that say "Youth Japan Representative" I believe. Also to add about this video and song, The song is about a girl who had a crush and told her friend, then the boy asks that friend out and she says yes, basically disregarding her friends emotions, and Mizyu the girl with the pigtails that sings the shorter parts, says "I can't help it, He asked me" and throught the video she starts looking away from the camera showing she knows she shouldn't have gone agaist her friend, then the second time she's looking at the camera and then looks away showing internal conflict, then at the end she just dead eyes the camera showing that in the end she doesn't care.

This is one of the piano driven songs and dances that came out of that collaboration. Mr. Metagaming has explained the origins of the school uniforms nicely, but there is an interview where Mizyu says that they were very happy to settle on the school sailor suits because they didn't like some of the other options. She would never say that they were ugly, but she pulls a face. There are photos of AG when they first formed and they are wearing lots of neon colors which looks awful IMO.
