I mean, since they are and only exists as an address space in electronic memory, you're technically not wrong. Really, its because Gaijin never bothered to implement different instances of the "unpowered" code for the different vehicles based upon if they had power or manual controls. I'm sure we'll see this bug fix.... any -day- year now...
Just take it as if they where real life scale rc warfare; the servos are disguised as people and the battery runs out because the alternator stops working.
It also seems like the turret rotation speed with a discharged battery amount is the similar for most vehicles which doesn't make much sense as the weight and size of different turrets can vary a lot. This gets annoying on vehicles like the Wiesel 1A4 or R3 T20 which probably have some of the lightest turrets in the game yet when the battery dies, the turret rotation rate is slower than that of a Panther D.

Possibly a electrical assisting traverse?, like on the steering wheel of your car
Literally like a car , without assisted direction when it's off is really hard to turn

Well no power steering in a car only makes it hard to turn at low speeds and if a vehicle is light enough, it has no need for power steering
