Yeah, he's an unfair dictator, but I think his tyranny stems from how people in that world truly are, cynicism from past experiences, and some type of mental disorder that makes him truly believe his way saves people. To me, the worst of the worst was Joe's biker group, the Terminus cannibals, and Jessie's husband. People can't truly become evil until they do away with their humanity and morals.

Negan and the joker are on opposite sides of the Spectrum. Joker crave for chaos, chaos is all he desires, he is a pure psychopath... if you look at negan’s backstory he’s more of a sociopath. He is a boss and enjoys it to the fullest, no matter what people May think, truth about him is, he’s one overconfident motherfucker. Yet, since the zombie apocalypse, he tries to bring back civilization and order so that people could live in peace. He really believes he is a savior (don’t forget he mostly met group that were worst than the saviors until hilltop alexandria kingdom...) but power corrupts and since he enjoyed so much being a tough guy in peace Time, he enjoys it even more since the apocalypse. Joker has no empathy, negan, in his own twisted way, does. So much so that he will eventually have some kind of epiphany... he won’t become a saint because he’s already too old (even the comic negan who seems like he’s around his mid-thirties) for that, but he will realize the harm he’s done and will eventually try to do better... in his own very particular way that is. In the versions of the joker where he originally had a wife, he eventually forgets her completely in order to become the complete psycho that is the joker. Whereas negan never forgot lucille, thus never forgetting what true love is. He does what he thinks is best for mankind, what makes him evil is that he takes a real kick from being the boss.

The thing about the Negan/Rick relationship is that it's very similar to the Batman/Joker relationship. Rick was on the verge of becoming a Negan at the end of season 2 and into season 3. The only thing that saved Rick was when he met the Governor and realized that a dictatorship was wrong and that democracy was the only way to go. If that had happened to Negan as well, him and Rick possibly could have had a functioning relationship between Alexandria, Sanctuary, Oceanside, Hilltop, and Kingdom.
