Going through security we handed them our ID & boarding pass. We flew from TJ to Cancun. Going home, the Cancun airport, same process. As long as you are flying within Mexico you are perfectly fine. At the border, we handed CBP our ID’s they asked if we brought anything back, said no, he replied enjoy your night. If you are a US Citizen and drive or walk across you can just go with a DL but coming back in is the real issue. I recommend making sure you have a passport and if not have at least a copy of your birth certificate and your DL as a minimum otherwise you are subject to a fine to enter back in technically. If you are nice CBP can let you return to the US on a verbal warning. If you aren't and they are still patient they may have you formally sign a document to show you've been warned and that next time you'll automatically be fined. Avoid dealing with all that and have your passport when possible. I am a US Citizen in San Diego and have family in Mexico right across the border and cross weekly fyi.
Thanks for this! My mother needs dental work but her passport has been denied due to not being able to verify her identity despite being a US citizen. She'll have no choice but to cross with her ID and Birth Certificate/SSN; Do you think this will work?

If you are just going across the border from the US, then no. You don't need anything to just go across the border. You need FMT or Visa when arriving to Mexico by plane from another country or when traveling into the interior of Mexico.
In MX they call it FMM (effe emme emme). I spoke with a bunch of very fluent Spanish speaker US immigration officers speaking in English who where referring it to it that way to. It's forma migratario múltiple .. but everyone abbreviates it and the local police refer to it as a "permiso" which you should have it on you at all times 'cos I hear you can be detained otherwise. Um.. Well I'm not a US citizen so things are obviously different and they vary depending how you enter the country. I bring a laminated copy of that FMM along with me around my neck with house keys and a VISA debit card for emergencies. My maestro MasterCard was rejected a lot in my first week strangely. I wouldn't recommend you take your passport cos it's super easy to leave behind. (as I did in my first week.. a kind teen ran after me shouting "señor!! senor!!") 'cos I was the last customer in the quilt store. A colored photo copy should generally servise. And businesses appreciate and sometimes expect you to go make a xerox copy of it, so carrying a copy along with your accommodation details helps a lot. Oh and mx passport sized pics with your hair behind your ears taken in front of a white only background too. Also when signing stuff they don't like varying signatures either. I don't know if you can PM here but I'D LOVE to know how you go with dental work and how costly it is and the quality. I hear it's real cheap if you ask for a cheaper option. I haven't had any work done ✔ yet but a couple of places I stuck my head into passing by said that they accept USD which is convenient. Also many small bills is preferable to paying with big bills. Close to the border be careful with people coming up to you asking for $$$, selling their last prized possession or offering to escort you to pharmacies, motels, restaurants. Never open your purse/wallet in front of people if unnecessary. And any wearing anything that gives you away from a mile away touristy like fanny packs. After darkening my greying hair and beard, I definitely feel I fit it and feel more like a local. TEFAS buses are pretty nice too. Well, probably too much info but I like to pass on what I've experienced. Good luck!
