Bucky had the super-soldier serum and Sam is just a regular person with a jet pack. Remember that when you watch just how much they nerfed Bucky and wrapped Sam in plot armor.
I think it's more a matter of how they originally buffed the super-soldier serum in the MCU. They made them like super powerful when in reality the serum is just supposed to make people the pinnacle of human form. Bucky shouldn't be any stronger than the world's strongest person or faster than the fastest person. They originally had Steve throwing motorcycles and pulling down helicopters with his bare hands.
I love the nerdiness of walker in this scene. The fist bump with his friend once they make their entry and that little thumbs up after he successfully saved him. Plus even the "that was a bad idea" after going back up to fight them all by himself.
That bump was soooo douche-baggy on first impression (I laughed and replayed it at least twice), until we start to see how both Walker and Hoskins are "true believers" in their ways. Great moment

John Walker had a Colt 1911 and decides to only use it once. Bucky decides to fight with his bare hands instead of using a gun. Sam whose already used guns in every other movie decides not to use a gun in this fight, and finally Lamar, a regular soldier in a superhero suite, decides it’s smarter to punch his way out of a fight instead of bringing a gun like any soldier would. That’s 3 ex military guys not bringing a gun to a fight, and 1 ex military dude who’s highly decorated, not using his gun to his advantage💀
And that damn MH-6 helicopter is not even unarmed with any weapon and just leave after dropping the duo instead of tracking the target and call for backup

Both points are true, but he was trying to follow Rule 2 (don't hurt anyone) which is why he didn't really fight back as harshly as he is capable of. We see later on in Mantripore that he still has that cold ferocity in him, the potential and skill from his assassin years that never went away... he just usually chooses to hold back, and that's part of what makes him a hero now: the fact that he chooses to be nonlethal. Even in Mantripore, I think he still didn't kill anyone even when he "fell back into form" pretending to be the Winter Soldier. They were bit banged up and in pain, but not dead. You can hear their groans as Sam, Bucky, and Zemo walk off to meet with Selby.

At the time, that meant needing to use a gun.

Physics were a bit fucked. Walker jumps off the helicopter and hits a Smasher, she gets pushed in the wrong direction. Bucky then jumps and hits one and they barely get knocked back. Walker hits super soldiers with the shield and they get kicked down.

John Walker literally saves their lives. Sam: “ugh.. great.. it’s this guy” Kinda weird how the new Captain America judged a man he didn’t know, simply for taking on the responsibility of being the Captain. he's literally has lethal combat training too and super strength. people don't know but Bucky got the same serum as cap did but he was just handled differently

Walker jumps off the helicopter and hits a Smasher, she gets pushed in the wrong direction.
Bucky then jumps and hits one and they barely get knocked back.
Walker hits super soldiers with the shield and they get kicked down.

Idk how is it that Sam has difficulty using the shield but yet you see Walker without the super soldier serum use it with ease this show was the better one of the Disney+ shows of the MCU but still had little issues with instead of them overpowering Bucky what i would have done is Bucky suffering from PTSD from what Hydra did to him in the middle of the fight and thats what gave them the upper hand kinda lazy but more logical but it is what it is
