Nice animation! 0:29 to 0:47 but why does the substance with lower dielectric constant carry an anionic surface charge? in other words, why does the substance with lower polarizability carry an anionic surface charge?

The answer is simple, this explanation is incomplete.
The charge on a sol particle can occur by two mechanisms, 1- by adsorbing the ions present in aqueous medium as shown in the video.
2- by ionization of the chemical groups present on the solid sol particle.
It is not necessary that the solid particles should have only one type of charge and the liquid should Express only a single type of charge.
It can change depending on the solid particle that you are dispersing in the medium. The solid can express both positive and negative charges.
Even I concised my explanation so it is better to refer.
Refer - essentials of physical chemistry by BS Bahl.
      Chapter- colloids.
Topic- origin of charge on sol particle in aqueous medium.

Not every substance its only the positive particles has an opposite surface charge which is negative
However if its negatively charged particle then it has a positive surface charge thats what i think

@@Mona-2001-A Ever read a book? I guess we have a kid who's in his schooling, let me enlighten you with something called references. Every chapter which has taken reference from any other books mention it at the end, and same works here. If this happened with a video and they didn't give a link to the original content this is called copyright infringement and RUclips has clear rules against it.
As for the school thing that you're talking about, schools buy the books they teach from, which means that the authors of the book gives the buyer the permission to read his content and learn from it, while the schools get permission from the government to teach this learned knowledge in the form of a teaching permit.
I have nothing against him/her copying the content in the video but he should atleast be responsible enough to mention the link to the original video.
Because these animated videos aren't made from thin air and it takes a lot of effort and time compared to normal lecture videos.

folks, please cool down! This is not the place to spread any hate (should there be any place at all to do so?!).
I created this video, or I should say, our company ordered a local agency to animate it. I remember the sweat and tears it caused to specify the "bubbles" moving in the direction they are supposed to... The video was part of a training program for our customers. Basic intention was to keep it simple. In reality, a double layer is way (!) more complex than it is shown here. Regarding the intellectual ownership of electrostatic attraction and repulsion: well, who is really owning it? God? Nature? The big bang? Mr. Helmholtz? I think, Mona is right: there is no copying in science!
Huge thanks to Puli for clarifying on the Dielectric constant issue. I got this "information" from a former colleague of mine and kind of mindlessly added it to the speaker notes for this video. Colleague left, so I never had the chance to discuss with him, why...
Enjoy life and wish you all the very best for your current and future electrochemistry-careers 🙂
