Some jurisdictions don't allow red arrows, so they must use a circular light for red all the time. It is better though, if they have it as all 4 indicators as arrows as it also looks better that way too.
One thing these signals have over the old permissive left turn signals (the green balls) is that they can continue to give a permissive indication for left turns while giving a red light for normal traffic. For example, when the opposing traffic has a protected left turn (green arrow), the old style would have all red signals, but this new set up could continue to give a flashing yellow for left turns. Overall, a very small gain for the cost to taxpayers.
MODOT. you should update this with who has the right of way when someone is turning right with a green light vs who is turning left with a flashing yellow. Even some police officers can’t agree who has the right of way.

all oncoming traffic has the right of way, but it should be turn into the closest lane if there's 1 lane and 2+ lanes on the road you are turning on
