It's good advice. I used to work as a recruitment coordinator when I was a student, and I'd see so many candidates from India and other developing nations write "Expert Programmer" even though he had a year's experience after finishing university. An expert is a person with a PhD and 20 years' experience. If we tried to explain to the candidate that he's not an expert and needs to remove it off his CV, he'd become argumentative and we'd have to just throw his CV in the bin as we couldn't place someone like that in a job.
