Nowadays windows 11 performs nearly identically to Windows 10 except when you upgrade Windows 10 to Windows 11 because PCs benefit a lot from fresh installations

That's very easy always the latest one which is 23.4.1
Driver version are nothing to overthink in 99% of cases you drive best with the latest one. Especially when using AMD hardware.
