It DID however happen outside of the NBA and thus it could be argued that the Commissioner had no grounds to discipline Sterling over incidents that did not involve the NBA. What got him in trouble so much with the outburst about Magic Johnson was ONE, Magic Johnson was the "Black Person" he was freaking out about the photo of and two the words "Don't bring them (Black People) to my games". If it had just been some random black person and not one of the most beloved and revered people in the NBA community and he hadn't said "Don't bring them to my games" it's likely he'd still own the Clippers to this day. 2 - You kind of make it sound like Adam Silver sat on his thumbs for years without doing anything about Sterling. He'd only been Commissioner for a short time when the incident took place. Ultimately he did everything he could to punish Sterling once it was proven that is was Sterling on the recording.
