His name was Odd Kaare Rabben he was 9 years when he needed blood transfusion and got hiv infested blood. In the early years, the scientists and researchers at the CDC had their budgets cut by the Reagan administration despite clear indication of how many people were likely already infected. Had they not been hindered so much at every turn, we could have had a test for the blood supply sooner. We could have had treatments sooner. Thousands of lives could have been saved or prolonged.
