i think the worst part of this all is that i can GENUINELY see this board game working… WITHOUT removing the “capital punishment” goal!! make it more of a wild parody than a political one; you still have the goal of trying to get your criminals in jail/punished capital style, but turn the Liberals into LAWYERS. Lawyers who get a “payday token” every time they release a criminal, and getting x amount of paydays means you’ll blackmail the criminals into never going back to jail! and then you still have the offensive/defensive loop, but with FAR less Reagan Era Stink on it!
edit: so i thought about it for a bit and here’s my concept - you’re playing as the head of an organized crime syndicate. these four criminals are ones you have singled out as being either informants, potential rats, potential rivals in the making, or just woefully incompetent. you need to get rid of them, but you don’t wanna draw attention to where you normally operate. so, you devise a plan - frame them for a horrendous crime unconnected to your organization, and get them life, the row, or the chair. however, you also know fellow rival heads are trying to do the exact same thing, so you enlist the top law firm for criminals, Badmen & Grey (run by Paul Badmen and Wanda Grey), to try and get the rival organization’s criminals out of the media circus, and force the rival heads to keep the incompetent four in their employment. you win if 1) you’re able to successfully “take care of” the four idiots under your employment, OR 2) you give Badmen & Grey 15 paydays, permanently employing them to your side and effectively being able to do whatever you want because they won’t take any clients not directly accepted by you.
it’s not PERFECT, and you’d need to fix a LOT of the board spaces’ text so it’s not so… horrendous, but that’s at least my solution to the overall theming.
edit 2: okay, i thought about it a little bit more, and i think whenever your lawyers release a criminal, the rival has to pay, and if they pay 15 times, they’ll be totally broke, dissolving the crime syndicate. again, not a PERFECT solution, but better than just playing the politics completely straight!

The flaw in this game's philosophy is the assumption that some people are simply evil and will kill for no reason at all, regardless of context or circumstance. It also unfairly rejects the idea that it is at all possible for criminals to be reformed, positing that death or imprisonment is the only way to stop them from continuing to hurt people without considering any alternatives.

The issue is that there is always a risk that an innocent person gets accidentally executed, and exonerating evidence comes to light afterwards.
