@@JesseXD250 Turn your Neo Geo mode to AES and you can unlock Rugal straight away. Arcade mode isn’t including Rugal unless it’s hacked. If you have other versions like PS2, original Xbox, Neo Geo mini or Dreamcast, Rugal is already selectable.
What about Orochi Yashiro, Orochi Shermie and Orochi Chris i found when you ever press 1 Button they turn Orochi in KOF 2002 I remember that i using Emulator Neo Geo in my Computer Ooh i found Rugal in Characters Select right to Chris
