Hartford Officer Returns Fire After Witnessing Shooting Outside a House

Hartford, Connecticut - On April 27, 2024, at approximately 12:13 a.m., Hartford Police Officer Devanand Budhoo was dispatched to Wethersfield Avenue on a report of a hit-and-run motor vehicle accident. While speaking with the damaged vehicle’s owner, Officer Budhoo heard gunshots that appeared to be coming from the house across the street at 474 Wethersfield Avenue. Officer Budhoo saw a person, later identified as 30-year-old Jimmy Muriel run from the front door of that house followed by a second person, later identified as 34-year-old Luis Ortiz who was firing shots in the direction of Muriel. Officer Budhoo returned fire. No one was hit. Ortiz was arrested and charged with criminal possession of a firearm and related charges. Ortiz remains held on a $750,000 bond following his arraignment Monday in Hartford Superior Court. He is due back in court on June 5.

It appears He started shooting after he failed to comply with the commands to get down.
CT is not a stand your ground state. In CT you have " a duty to retreat ", meaning if the bad guy runs out your house, you can't run after him shooting him. At the point it's a crime and the officer, speaking legally, is in the right. Not saying I agree, just how it is here.

Cop heard gunshots, saw a man chasing an other with a gun, shouted commands to "get down" but instead of complying the shooter keeps his gun and runs back inside. Obviously the cops are gonna shoot! 🤣🤣

It honestly looks like this cop froze up. Bad decision making from the get-go. Runs straight toward the gunfire without taking cover/assessing the situation, sees one party running towards him and just decides to turn his back on him, then just stands there in front of the house that the other person ran into. Not to mention he apparently just started shooting without knowing who was the assailant and who was the victim. Right, wrong, or indifferent he seemed to just stop thinking once he got to the house.

The guy in the house is clearly chasing after the guy that ran into the street which isn't classified as self defense if you're chasing someone, in majority of states including Connecticut the use of lethal force in self defense by a citizen is only allowed when a threat of grave bodily harm or death is eminent the second a person starts to run away from you and tries to escape or get away from you and the situation the threat of bodily harm, injury, or death ends and a court would without a doubt find the continuous use of lethal force used by the suspect as he was chasing the guy down into a public street to be extreme, unnecessary, and ultimately find it to be illegal, secondly the officer only shot the suspect after he told him to get down on the ground and the suspect started to retreat back into the residence, if the suspect was a law abiding citizen who was only looking to protect himself, his property, or his family he would have listed to the officer that was telling him to get down and is clearly next to a cop car with the lights on, not a bad call at all and definitely not a bad shoot.

@@Austin.Kilgore in the eyes of the law there is no justifiable situation where the suspect would be legally allowed to chase after and shoot at the guy while chasing him which makes his actions (him chasing the guy and shooting at him while he’s running away) illegal and if you are committing a crime with a gun or are participating in illegal activities with a gun in front of a cop and then don’t listen to the officers commands you’re more than likely going to be shot and that is entirely the suspects fault. Why can’t people understand that chasing someone with a gun and shooting at them whilst they’re running away and continuing to shoot at them in a public space is a bad thing idk why people are trying to justify it. And anything that happened before the two males came out of the house is completely speculation and wasn’t inherently apparent to the officer as the situation was unfolding, all he saw was a guy run out of a house a guy chasing after him with a gun then discharging his firearm in a busy public neighborhood towards the fleeing male.

It’d be left up to a jury to decide. You’re just making absolutes. What you’re saying is much like when people say it’s unjustified whenever a cop shoots a suspect in the back. He didn’t chase the man down the street, he chased him out the house and never even left his porch, with the man still being in his yard.

I can't believe the amount of people that don't know this. Anyone who owns a gun in CT should know you can't shot at someone that's running.
CT is pretty stringent in its laws on self defense. You pretty much have to be up against a wall with no where else to go to exercise self defense in the state. You can be in your home and get shot at from all sides, but if you have somewhere to flee too then you can’t shoot back. The insane policies and laws that have been enacted in CT, along with a large cultural shift in the state, are what pushed me to leave.
Not everyone is from CT. And some states allow you to drop someone running away, even thieves.
Forget about who was charged with what... looks like the officer was firing at a potential homeowner or tenant who may have been defending himself.... Absolutely no effort to determine who was who as in who was the victim. The after-the-fact charge of criminal possession of a firearm appears to be a questionable effort to direct attention away from the officer's actions, regardless if the charges are valid or not. Suppose the officer had of hit the person he was shooting at and that person was a father repelling a home invasion or worse.

great point. answered all my criticism. How did the cop know shooter wasn't preventing a home invasion? Answer: Too late for that buddy. Plus an innocent person would have complied to "Put the gun down" at that point, the cop justifiably returned fire.
I am glad you guys see that. Compare this to the incident with a woman where cop had 10-11 secs to make the call, I think this cop handled it even better considering he had even less, 2 secs at most.
