Yes it's probably the dumbest question. It has several points. As it says: uncover issues from design, engineering, manufacturing, finance, management, to regulation. Your car's wheel doesn't fly off is a result of those hearings. Or, you don't worry about others' car wheel fly off and hit you. We've rented a mid-tier ROV for contour mapping. It was 20K per hour. Can't imagine how much the recovery cost. This hearing costs a few zeros fewer.
Ignorance on display. One of the most important parts of a public hearing is grabbing evidence and testimony while it's as fresh as possible, and documenting it. Hopefully before criminals can shred the documents, intimidate witnesses, etc.
