I have a large crockpot that I use to infuse my oils. It holds 5 pints so I can make different infusions at one time. Put it on warm put the jars in and fill with water to about 1 to 1 1/2 inch from the lid of the jars. Lid on and leave set overnight.
Another way of doing a "quick" heating infusion is to place the oil and herbs in an oven-safe glass dish/measuring cup and then put it in a low heat oven (~170 degrees) overnight. This way you don't have to worry about water evaporating.
If you're sensitive/allergic to lavender (have a friend very much in this camp), what are some substitutions to consider instead?? Any one particular herb over the other?

Why instead of doing all that work work the dried lavender, why don't you get some pure lavender oil, from a company like doterra essential oils, and put 2-4 drops of lavender, then all the other essential oils you would like in your balm, then place your olive oil and Essential oil mixer in a cool dark place for 24 to let the oils cold fuse together then the next day make the oil into a balm?

Uh oh. The scent of lavender gives me an instant headache.
Use lemonbalm instead then and chamomile.
