yes, the Devil rules Hell and Lucifer as King of Hell IS the Devil himself with another version of him named Satan(they're two different people in Vivzie's take) tho I do think the Devil is BOTH Lucifer AND Satan because Lucifer represents Pride and Satan represents Wrath and in both the game and the show the Devil shows both of those sins as well as maybe a bit of Gluttony which makes sense since Beelzebub is sometimes another name for the Devil which might explain why Vivzie's version of Beelzebub views Satan as a brother
