Naruto trying to gulit trip Sasuke clearly shows that he indeed did not understand Sasuke at the time.
What Sasuke said was true. Naruto was always alone, so he did not understand what it was like to lose someone close to him.
In the final fight, Naruto at that point had lost Jiraiya, Neiji, met his parents and experienced tremendous losses, so he grew to understand Sasuke.
Gaara was the best at reading person's struggling and past trauma.
Only he and Kakashi can understand Sasuke.

@@joaov.candido8399 true, Kakashi went through all the same things as Sasuke, but he never went through a healing process, so he couldnt really help Sasuke, all he did was carry the weight of his regrets his entire life but never overcame them until the war arc.
