Yes HARQ retransmissions happen at MAC/PHY while ARQ is at RLC. Usually once all HARQ retransmissions are done then a RLC retransmission takes place. The PDCCH resources and Aggregation Level change can be linked to HARQ retransmissions but this is implementation specific and different vendors use different algorithms to control this.

What if I start from UE first switched ON and it starts scanning the COMPLETE BW , then filter out best EARFCN . I mean RSSI scan, can I start explaining from there. Then going to PSS and SSS?
In Event A5 why didn'y you include the concept of Hystereis. Will the interviewer not ask what exactly is the difference between A4 and A5 then.... Why if the interviewer asks, whats the purpose of keeping 2 same events for Inter frequency HO?
Hysteresis is there for all handover events. Regarding A4 and A5, the A4 is a single event and needs to work with another event like A2. While A5, usually has two steps, A5-thresh1 and A5-thresh2 which adds more flexibility for the designer.
