Failure due to radio resources means that one of the radio resources required to admit a new UE are not available. For instance if PUCCH resources are fully occupied by existing UEs then a new UE can get this failure based on implementation on the eNB side.

But in UL, the eNB might not be aware that the UE has experienced RLF and thus, the MME tells the eNB about the RLF via context release. So in short, failures due to MME are related to uplink issues or issues that the eNB might not be able to monitor.

Usually we do not talk about vendor specific details and we strive to keep the content vendor agnostic. So, I can only give you a hint that various vendors have features that can vary SR periodicity based on load or QoS characteristics. The ones that can create a change during ERAB setup might be the ones causing this problem.

DRBs are setup during the ERAB Setup. The RRC Reconfiguration carrying the QoS details of the bearer sets up the DRB for the UE. Similarly, the SRBs are part of the RRC such that the SRB0 is setup during RRC Setup and then SRB1 during RRC Reconfiguration while SRB2 during NAS.
Lower SR interval can reduce latency but it might also impact PUCCH capacity. Although pre-allocations usually reduce SR based allocations significantly.
@@OurTechPlanet just to make the customer understand, impact on PUCCH Capacity meaning per SR requesting instance (after reducing periodicity) more UEs will send SR now (here assuming that Pre-Allocations feature is disabled) and it can also increase noise floor as well

Yeah this is possible in some vendors with RAN parameter changes on eNB. However, it is not done as that increases access latency.

Yes, RRC Release will always result in UE going to inactive state and will need a new RRC Connection Req/Setup.

Initial Context Setup or Failure is a S1 message. It should be sent from eNB to UE
