When I first played the game, I was confused. I expected to find a cyberpunk carnival upon entering Tomorrow City. But the first thing I see is some Atlantian ruins.
That's how you stop the water. I didn't know you needed to spin. I had rescued the gremlin who stopped the water/thinner fall. I just can't figure out how to beat the villain splatter thing coming up. :(

you could've rescued Gremlin Wilco instead of spinning the gears. you wouldn't have to worry about the thinner that comes out after.
I'd like to think that's the paint path when you free the gremlin, instead of spinning any of the gears
