My interpretation of this scp is that this is the eternal battle between this two creature that were probably something else before but now are forced to fight. The more one win the more it get weaker and the more one lose the more it get stronger. Its basically a measure to keep the battle balanced and eternal and with foundation intervening they are basically causing this rebalance to happen.
Not really, because, as it's been observed, the serpent always gets bigger everytime it respawns, while the crab only gets smaller everytime it respawns.

Imagin a team game where the more one team loses the more they get a comeback mechanic to turn the tide. Let me give you an example. The crab is on like 40 wins and the other one is on 2 wins. If the other wins the score become 40 to 3 but its not enough to buff the crab because its so much in the lead. Until they reach a score like 40 to 40 the crab wont get buffed because its still winning.
The balance thing makes sense when you take the faces on them. The crab with the woman seems more nurturing and gentle. The way it greets the scp team seems almost like a mother happy to see their children again. They even have a calming effect on the area. Even being able to calm storms with their gamma eye thing. Seeming almost like a goddess of prosperity and/or fertility. While the other one seems more territorial when it comes to other life forms, causes hurricanes and looks like it's made to destroy, gives it the vibe of a god of destruction.

To me, it seems that the foundation should let things take its natural course with these two entities. It appears that by them helping the crustacean win 64 times in a row, they have caused a change in the size of both entities possibly as a result to try and balance things out that may be reversed by stepping back and allowing them to win and lose naturally. I imagine if they did that, SCP-3700-1 and SCP-3700-2 may possibly return to their natural size and win/lose ratio. If the foundation truly wants to save lives and prevent ships from being destroyed, I think they should evacuate the islands around the area and prevent ships from sailing in those waters. That would also be safer for foundation personnel that would otherwise have to be involved in a battle between two entities they can barely affect with their weapons.

Somehow, 682 remembers that timeline and is disappointed in the Foundation for its failure, and it is heavily implied that this entity is why 682 is so hostile to humanity.
The reason the lobster shrinks and the eel grows is game balance, it’s supposed to be 50/50 so since 1 keeps winning 100% of the time it’s getting weaker while 2 gets buffed trying to return to normal
Honestly if you want more like a story i suggest reacting to the mender video. Its a basically an animated story about some scp that didnt get accepted in the wiki and its really a shame because its really well made. It has everything:good characters,good plot,good new scp and a bit a fanservice because its completelly necessary.

I mean its creating a void (in the shrimp's case) in water that collapses insanely fast, fast enough to create a shockwave that can be strong enough to damage metal. It happens in machining and can gouge divots and holes in solid metal.

You get the feeling that in a Miyazaki-ish twist, human intereference made an annoying stormy season for the Atlantic a ticking time-bomb. Now nature is out of balance and there will be a "point of no return" where if they don't let the Eel win, the Lobster will be gone forever and Eel will destroy everything on or near the Atlantic.
I like to think that SCP 3700 shows how human involvement disturbs the balance. Before the foundation came along SCP 3700-1 and SCP 3700-2 would always switch in who would win. But the continuous victories of 3700-1 forced nature to adapt and continuously empower 3700-2 to give it an edge and finally get it to defeat 3700-1, while also weakening 3700-1
If you're looking for SCPs that do things other than try to destroy the world I recommend two, one is both tragic and wholesome and it's SCP-085, and the other is a tale of what not to do with SCPs and it's about SCP 1609, I recommend SCP explain story and animation for these
There is always the option to drop SCP 682 on SCP 3700-2, should the Lopster no longer be able to defeat it, I gues. Let's see who takes out who! Should be interesting enough

So, the way I’ve seen it, because of the nature of the documents and how each one is different, the SCP is more the containment procedures than the entity. Like, some of the articles aren’t even about an actual thing you can touch and could be about a concept or something else very abstract. So in my head it makes more sense that the SCP is how they contain the anomaly, or how they can’t and how they deal with it. Also… cmon Nux…. It’s the internet, do you really need to ask if they make SCP scmentai.
Crazy thing is when the eel wins at that size, the catastrophic consequences will be devastatingly greater, because it’s just been collecting energy. All because it couldn’t win, the lobster had to lose sometimes to keep balance:
So from the sounds of things the winner gets weaker for the next fight and the losser gets stronger for the next fight, to keep that balance, but the foundation have caused 1 to win do much that 2 will have to win a lot to restore 1s size
So, this is a 'relatively' minor case of the Foundation F-ing up. They found a situation, that had been potentially happening since before the human race and meddled to get the outcome they thought they wanted; however, with the balanced disrupted, the less favourable outcome has escalated to one that could cause untold destruction and steadily becoming untenable to prevent.

As far as I know, SCP means special containment procedure. It can be a location, a creature, and I think even a circumstance (I.E, the victims afflicted can become an SCP entity) If the number is a location, it will extend to whatever creatures lurk in that area. I.E, 3700-1 and 3700-2 are two separate entities. The distinction is that an SPC isn't always a creature. Understandable mistake assuming the C in SPC stands for creature. The broad network term is "entity". The creatures themselves within the containment procedure are called entities.
This one actually has a sequel called Orkney Rising. It's really cool and it's a rare occasion of the foundation actually being smart and not going full Exterminatus
