An etching primer is traditionally used on bare metal to “etch” into the metal and create a mechanical and chemical adhesion. Usually they are grey, green, beige, etc. Several companies make a clear version of this, that allow the metal under to show through. Then you would apply a flat or semi gloss clear over this, and trap the rust effect under the clear, preventing more rusting to occur and protecting the rust and streaking effect you have now. It’s what guys has on patina vehicles.
