Find a skydiving event organizer. Hold an annual skydive "boogie" with onfield camping, music, food vendors etc. Bring in outside money for a long weekend. Watch what happens when the local business owners see what events can do for their businesses. Events which would not be possible if the airfield were anything other than an airfield.
Amazing what happens when some airports are overseen by uneducated individuals on City Councils. Most know nothing about the ops, needs, requirements but most of all, what a well managed airport can do for the community as a whole. I hope Ranger prevails in your justified fight!

In Marion County in East Texas, the ground is leased and is not taxed because the County owns the airport property but the improvements, hangers etc is taxed.
I'll add something else also although this may not be the proper place to being it up. Something nation wide needs to be done to protect existing airports. Any existing functioning airport should be grandfathered by law that it cannot be closed.
Here’s a question: what did their appraisal come out to?! Let’s raise the money and buy the place for the foundation! If you put together a campaign for that, you’d have it done several times over!

Local Aeroplane Freak flies alone for years oyt of an otherwise deserted Runway, owned by the local Council to a depopulating de-industrialising Town... The one local Flyer works on maintaining the Airstrip, for years, at their own expense..., And then hatches a careful Plot to slowly acquire the parcel of Land from the City Council, enacts that Plan..., and after the Council agrees and signs Contracts, then construction of the Flyer's Visionary Antique Airpark commences, and then, after that...; the most recently-arrived Member of the Council realises that Gifting Land to a Real Estate Speculator so as to avoid the Council's obligation to fund ongoing Maintenance a designated Airfield..., might not actuarially be the wisest course - long term. And, so, the Council suddenly became bedazzled by how very much money the resulting AirPark House/Hangar Blocks all along the Runway "Could" (in optimistic Theory) Finally and eventually be sold for... If, if, and IF the whole Scheme panned out, Exactly As planned.... And, so, motivated by fears of Appearing in Hindsight to have given away too much, too cheaply, the Councilors were swayed to attempt to Backpedal out of the whole Deal - Probably with Secretly cherished fantasies of Subsequently, eventually, restarting the Entire Airpark Idea, In the guise of some benevolent Council Rescue Plan...(?) ! There will be lots of details packed in and around about all of that...; but my guess is that such be the Underlying plaited and twisted Plot Lines...(?). Thus I suspect that such be, more or less the Underlying story. The only Mystery to me Is Where was the Money coming from, to Transform a Paddock with memories of once having had some Celebrities' Wheels alight and arise from there - Once Upon A Thyme......, out on the outskirts of a budding little Ghost Town - into a shiny sparkling 1930s-themed AirPark... (Gated Enclave sheltering a collection of aging mainly Military-trained Retired Airline Pilots and other well-heeled refugees from the surrounding ongoing Urban Social Collapse, all living in a comfortable Bubble of their own Peers - all still sufficiently Cashed-up as to be able to continue to go Flying for the Fun of it - while managing to properly maintain and service their own Aeroplanes...). Perhaps the whole scheme could have been brought to fruition, had it all been begun maybe 10 or 20 years earlier...? Who knows...?
