You can’t ticket someone for being on a public sidewalk.

I mean honestly, Rady is not some old venue with newly found quirks in a growing city, you just built this freaking place and you didn't think people would hang out at the sidewalk to listen and watch? Now you have to pass laws to cover up your negligence?
