@@TheAntiquatedOne Yeah, my initial guess was that it was some kind of unused supernatural enemy. Like a door to hell (I believe there's a doorway at those coordinates on Estate of Emergency, along with the grappling hook) that drags the player down with spooky chains if you get close. You never know with a game that was supposed to have imps and gargoyles in it.
Another secret: In the game code there is some reason why random civilians sometimes have a gun. I discovered this when you shoot and they do the animation of aiming the gun and then they run

In the mission trouble in the park there are 2 wildcats hidden on the roof, impossible to reach without glitches. These are immobile but they will follow you if you target them with a weapon. The curious thing is that they will not attack you and one of them has a shotgun and this is unusual in the first missions of the game. also there is a secret wildcat enemy with a AK47 on the roof near where you find the one with the shotgun but this one only appears conditionally, I still haven't discovered the condition for it to appear

I've just confirmed your finding. A wildcat with a shotgun is standing still at (52,11,87). A wildcat with a AK47 is spawned at (47,8,80) but just like you said it's conditional. In order to spawn him player must enter "trap" area at (110, 0, 60), it's the spot where one rasta wildcat attacks the player behind the corner and another wildcat spawns behind the player. Use shift+f12 to see in game coordinates. Thanks for letting me know about that! :)
