Probably himself, blue fire is hotter then orange fire which can explain the burns. Since the comic is talking about how fire isn't that scary, maybe shoto is scared because dabi has been burned (by himself). I'm not sure tho, that just sounds realistically possible.
@@peunahossain Dabi most likely got a weakness or sensitivity to fire from his (possible) mother, Rei. Who has an ice quirk, and we all know ice is weak to fire.

I love the theory that they’re brothers because if you look in the show, Dabi’s eyes are the same color as Endeavor’s and Todoroki’s right eye. Also, Dabi’s hair is spiky like Endeavor’s

It's still theory, but the possibilities are big. There's some clues that Dabi is probably Touya Todoroki. It's not just bcz his quirk and appearance.
