Sure individual qualities greatly help but the world around them also greatly affect. For example would Hitler have become Chancellor if Germany won WW1 ? Likely not.

He really didn't chose. First of all there was never going to be a king of the United States. It would have not worked out with the people who overthrow King George. Second of all, George Washington was old and dying. He lasted a decade after being sworn into the presidency and it wasn't really pleasant.
