I think we need to seek Gods wisdom everytime, as staying quiet is not advisable always. Apostle Paul was accused by some people about his ministry. Instead of staying silent, with the help of the Holy Spirit, he wrote 2 Corinthians with his defense.
I think the point is to not Argue or Quarrel or defend/justify ourselves against men who speak evil... A gentle answer turns away wrath, but a harsh word stirs up anger. Prov 15:1... As per the Words of Uncle of Zac which I have heard previously in another message, it is difficult to speak gently in the face of evil than to be silent. I believe its true. Paul was writing in his defense to the Corinthians, a few of whom were allowing False Apostles to creep in. So he was not quarreling or defending, rather making things clear to them to grow in the faith as he loved with a Godly jealousy and he did not want the Corinthians to go astray.
Yeah. You have to listen to truly comprehend what is being said. As the other person mentioned, you don't have to choose to engage when people want to argue or falsely accuse. God has been giving me Exodus 14:14 for quite sonetime now.
A new Manager kept telling lies on me at work to others. I kept silent. I was almost made redundant- but a coworker gave me the head's up. The coworker who was not my friend, felt sorry for me as she knew I was innocent. I resigned to ensure my work record stayed spotless. But in my case the Liar would have won. As look should have it - I ended up in a better job. Perhaps God knew I was innocent / and rewarded me for staying silent? I had never done those things neither did I wish ill for my Accuser....years later I STILL cannot understand why anyone such as my Lying Manager would do something like that. But I can tell you I prayed and prayed, kept silent and still it got worst.....
Holy Spirit help me to hold on to you in all situations.
when will god turn silent ?

Exodus 14:14 (KJV) The LORD shall fight for you, and ye shall hold your peace.
