I'm new to this, the video doesn't mention how a course becomes a scorm, do you make it in a particular package, export/save as scorm????

Usually, you don't buy SCORM, you buy a product which enables you to produce SCORM compliant courses.

This video would be even better if you captioned it. The machine transcription is not perfect (it usually isn't). Just as SCORM allows different LMSs to share lessons, captioning would allow your video to be useful to more students.
