the problem with this theory is this... you are pointing out things like apple jack's dog vs. the diamond dog... this actually contributes to the idea that there can't be non-sentient normal horses running free in equestrian. Note, in the show, all animals that are closest to real life are specifically animals that live with the ponies or sentient autonomous hooved creatures that take the place of the ponies (ie the yaks and the buffalo) and usually fill the roles expected of them (ie cows providing milk, chickens providing eggs, dogs contributing to herding and serving as a companion) . All species that live in the wild (as in, in areas where the ponies are not in control such as the ever >O whatever forest ) are unusual (literal timber wolves, vampire fruit bats ect ). Even the 'normal' 'wild' animals that Fluttershy deals with are always seen in areas where ponies control the weather, and where the 'wild' is more controlled (or are escorting Fluttershy ).. that and techincally they are also sentient, they just, apparently don't speak pony language (for the most part). We see Applejack actually address her cows, and they reply. We've seen that Fluttershy's animals can perfectly understand all the ponies, and each other.
