Different ethnicities and cultures will never be able to coexist peacefully, it's human nature to want your culture and ideas to dominate in your home. "Scandinavian" isn't a language. They all have their own. The idea behind this plan was to do away with borders between languages or cultures. Each Canton being multi-lingual and multi-cultural is deliberately by design. I do however agree that you're correct about the stability of this proposal.
