At least one of these "creepy old guys in silly hats" should be a court jester to bring some much needed mirth to the Emperor's throne room. Just imagine Palpatine chastising Vader for some recent failure or disappointment. Then, as soon as Vader leaves the room or the holographic transmission ends, the jester makes some wickedly funny remark or joke at Vader's expense, and Palpatine and his advisors all bust up laughing.

In the original "Return of the Jedi" novel, it mentions that Darth Vader privately regarded these guys as "filth." Apart from the Emperor's arrival, there is only one scene in which Vader is seen with the advisors in the Emperor's throne room. Possibly there is an implied "rivalry in the ranks" in which the writers could have exploited, but didn't. It could have made a good story though.

They could have easily said that in ROTJ , Palpatine ordered him off the 2nd death star as a precaution in case things went south in the final confrontation in the throne room. I would be greatly interested in the Imperial Advisors from Legends, all 43 of them, and Vaders place among them being the Imperial Advisors were second to the Emperor in power. Like how did Vader place among them, could the Advisors boss Vader around as Tarkin did in Episode IV and Tagge did in the Comics placed after Episode IV. Those are just some of my questions about the roles of the Imperial Advisors.

Y'all gotta dive into the old school Star Wars Legends content at some point. Before the prequels came out, Palpatine had an entire cult following known as the "Prophets of the Dark Side" and it was something akin to a religious order of dark side practitioners and "believers". This was before the prequels and before the Sith were fleshed out. Priests would regularly join imperial forces to influence commanders in following orders specifically set out by Palpatine (anyone who has played Tie Fighter knows). The Prophets of the Dark Side not only consisted of Palpatine's advisors but also many dark Jedi such as Jerec from Dark Forces 2.

What made the original trilogy so great was subtle scenes with characters that we don't know alot about. Same with the bounty hunters. They don't overdue it.

I wonder what Palpatine's advisors thought about Darth Vader. Palpatine openly tells Luke like Vader he will also serve Palpatine and call him master soon enough as he was talking about Vader like he was almost more of a pet while he was in the room. did Palpatine and his advisors ever laugh at Vader behind his back for fun? Emperor Palpatine seemed to enjoy torturing anyone verbally or physically so it wouldn't surprise me.
