BUT they may assume “spontaneous” police powers if they REASONABLY suspect a crime has been committed. THAT is why I believe they act in a more responsible way. If they get it wrong they ARE NOT policemen! If a policeman gets it wrong he’ll claim he was just doing his job.

Either way they could make a citizens arrest (as anyone could) so they probably just don't want to get too involved in what they probably realise is a fairly 'trivial' matter. Their 'loyalty' seems to be to the naval base.
