This is more about submarines than the Yard itself. The submarine complex is but a small part of a three-mile-long facility which at one time could accomplish absolutely anything for ships.
It was 'contractorised' in 1987 [when I worked there] and much of it subsequently sold-off and/or demolished. In 1982 18,000 worked there, now it's only a few thousand . . .

So the pwr used here require sea water to cool them in use but as they are shutdown SCRAM they would not over heat even if depressurised. The want to remove them is understandable and the RN would like this as to there security but would have to be equally as safe were ever they are placed. One good use for them would be to place them in to use as electric generation to push up rods in fission state. they would then effectively create power for Portsmouth. As all rafted together these subs could continue to deplete there core making there eventual dismantling safer. it would mean they would have to have forced sea water through them as if they were moving. Its something that Russia has done for decades to power the towns near bases.

yeah even though they have fuel, they would not be now powerful enough to power the propulsor's and other systems, RAN
would be best without them. Unless they were re fuelled up and that then effects there depth as to re fuel them requires cutting the pressure vessel and shell of boat. They then have to do something with the old cores. best keep them as are or use them as elec generators for the nearest town -city they are near.
