Billy's voice changes with the last two choruses of the song (it happens at 2:41, shifting more dramatically at 2:55) showing us that "worse has come to worst", at least in the song for the character Billy is singing about. Ingenius.

Turnstiles is up there... I saw him that year (76), at Carnegie Hall. He dedicated the Show , to his Piano teacher, who told him he'd "never make Carnegie Hall"
His first few records where the complete opposite of what's called "studio albums" (He excelled doing those later in his career too). "Worse comes to Worse" is a typical example of a song that was written to be performed, not recorded. Even casually listening I can't help but imagining the musicians on a stage doing their thing.

That's what Sony does with a lot of its "Essential" albums. The standard is always two CDs and then 3.0 versions are often released sometime afterwards, always labeled with "Limited Edition" although you can usually find them easily on Amazon for a slightly higher price. You are unlikely to find the 3.0 releases in stores though. The only one I've ever seen was the "Michael Jackson" 3.0 at Target, $2 more than the 2-disc and a nice colorful paper case :)
And they usually do a very good job with the bonus disc, though I still don't see why WCTW made it on there. One of BJ's personal favorites? Anyway, I bought my dad "The 3.0 " versions of Roy Orbison and Elvis and he really likes them. Might buy him Johnny Cash next.
