Jack, regarding S. Texas soil:
Caliche is a mix of limestone and chalk, common in the Texas hill country.
What they are reinforcing at the side of Hwy 4, if not sand, is likely gumbo, which is basically clay with some humus mixed in. It matches your description.
I haven't dug deep into near beach areas of S. Texas, so I could be wrong.
My fear is knowing the gusty winds in south Texas will create jetties of turbulence at a time of the booster flight is at it’s lowest mass to surface area! I hope they have responsive enough thrusters to overcome this threat to the safe catch!
For refueling tests, they either need to have 2 towers working, or they need to be able to land the boosters and reuse them within week(s).

So the tower IS taller, considering they are going to use a pancake launch mount on a flame trench.

Legally, they can't. I don't know the exact repercussions, but a legal dispute would set SpaceX back way more than if they settle everything before launch. Launching without permission could be a massive danger to a lot of people
